Meet End BSL Manitoba
End BSL Manitoba (est. 2010) is a non-profit group of local citizens working towards dog equality in the Province of Manitoba. We are working together with WHS and WAS to create a kinder, safer Winnipeg inclusive to all—with an evidence-based, breed neutral Responsible Pet Ownership bylaw, focused on dangerous dog behaviour (not appearance or breed), irresponsible owners and known "at risk" factors for dog aggression.
Our goal is to not only have breed-specific legislation (BSL) removed from Manitoba, but to have proper responsible pet ownership guidelines that includes all animals, stronger education and resources to help make sure these new guidelines are successful. This list includes:
Breed Neutral Bylaws/No breed bans
Stricter and larger fines and penalties for irresponsible owners
Stronger and enforced regulations for irresponsible breeders
(to shut down backyard breeders and puppy mills) Low cost training classes for dogs and owners
Widely available low/no cost spay and neuter for owners
Public Education programs in schools
Proper and enforced leash laws and anti-tethering laws
Animal licensing incentive programs
Due to our groups wide reach and commitment to dog welfare our direction has led us to become part of an information-sharing network. Through our group’s broad reach of members and followers, we help connect dogs in need with fosters and forever homes outside of Winnipeg due to breed-specific legislation (BSL). We support the WHS, WAS, other rescue organizations, and our members by sharing information and helping amplify the need for fosters or adoptions. While we are not a foster-based or adoption rescue ourselves, we use the strength of our network and reach to support professional rescues and help ensure dogs in need are connected with the appropriate resources, foster homes, and forever families.
We believe having Animal Control & Bylaw Services enact and enforce a Responsible Pet Ownership bylaw and eliminating the breed specific bylaw, that pet owners and other citizens will be able to live together in safety and peace. Standing strong for breed neutral laws.
